PermitBird has not transcribed the Kansas City District's regional conditions. That is a coverage gap, not a finding that the district has none. Every USACE district has the authority to publish regional conditions on top of the national nationwide permit rule, and most exercise it for at least some permits.
What a regional condition can do
- Narrow a nationwide permit within the district, for example by lowering its acreage limit or excluding a resource type the national rule would otherwise cover.
- Add a notification requirement beyond general condition 32, so a project that needs no PCN nationally still has to notify this district before starting work.
- Revoke a nationwide permit inside the district entirely, so activities that would qualify nationally have to seek an individual permit here instead.
